I cant view any effects on my browser (IE.6). i already copy pase the scroll bar CSS to my HTML Code in style tag.
but no change.

It might be the DOCTYPE tag in your HTML. XHTML doesn't support it and neither does the Strict notation. Let me know if this helps.

First thing to note is that this only works on Internet Explorer.
