How do you select multiple chips?

You cannot select multiple chips. You can rearrange the chips anyway you want to but they do go back to the initial position if you press the Normal, Apply or Apply Shape buttons or if you have the "Auto Apply" checkbox and then make modifications to the width/height of the color chip. The position is also not remembered when you load the palette.
