Why does Value go over 100

I bought color pick and am learning to use it. Is this based on the hsl color model? If so, why does the value go over 100? 

On some colors I have converted the rgb numbers to hsl and the value is always less than 100.

Why does Value go over 100

The numbers go from 0 to 255, which is standard when dealing with screen based colors.

HSV values percentage values like CMYK and go from 0% to 100%

RGB values are 0 - 255
